Yup - the odds and even went out the window in US districts this year.

Fortunately it really wan't all that hard to come up with teh perfect solution. I went to the most orderly and structured districts I could think of off the top of my head. I then ran a check of roughly 10 random districts. Every even district 100% Dwayna and every odd district 100% Grenth. I could not find one person afk or otherwise on an incorrect ring.

So solution guys - go to GERMAN DISTRICTS cos they know their stuff .

Yea. I noticed most countried did not get the concept of even and odd (Especially American servers and Euro English).

The only servers which seem to all be correct were the German ones.

Really? I was in and out of LA and Kamadan multiple times throughout the day for hats or various other reasons - and even districts were ALWAYS Dwayna and odd districts were always Grenth.

Geesh, guess I was just *that* lucky.

Same here - both LA and Kamadan. Annoying as hell. I couldn't get into storage in Kamadan as one of the sorry s.o.bs kept tagging me *every other step I took*!

The hats are distributed by what side the majority is on and normally, by each town. Normally there was a set for each town but that wasn't the case for this year's wintersday. I believe for the most part it was Dwayna in L.A., and Grenth in Kamadan.

Told ya.
My client defaulted to Euro English districts, and for the higher-numbered ones I checked on, they seemed to be doing it right so I just stayed there. Didn't really matter to me once I got my headgear and was just squeezing out lucky/unlucky. But for the last one in LA, I happened to land in EED4 and everyone was all neatly arranged in rings on Grenth side. *shakes head*

The Germans, though... Man. I know German rigidity and uber efficiency is a total stereotype, but in this case it's a good stereotype.

Wasn't it only split by town in 2006?

The Wintersday Hat Giver offers both hats for 125 Candy Cane Shards each. He appears after the last finale concludes and remains for 7-10 days after.

Good Call!
There is a bug with this. The hat giver only gives the red scarf, while my friends have got 3 colored scarf during finale. ANET should fix the hat giver to give all 3 colored scarfs.

Disappointed not to be there during the finale.

if you show that ONE scarf to the collector ...all THREE are added to him...so you need to have the friend get over to the hat collector...show that scarf and then you will see the other 2 show up (and yeah, pay 10gold each for them).

I think we are all forgetting one MAJOR aspect of the thing here...

The game was designed to foster competition between in-game players showing their allegiance to their preffered diety. So, while I may want to have my cake and eat it too (for yes, I too was one of you who was enraged at EVERY DISTRICT BEING TAKEN BY DWAYNA), fact is, the whole thing is supposed to be a compettition, and the win going to who was most supported by means of actually wanting to support "X" and no so much about "I'm just doing this to get a hat"

All this "odd/even" crap only started after people organized to maximize their Wintersday loot potential.

Just saying.

Had to leave Kamadan for LA. Bunch of noobs in Kamadan refused to follow the tradition kept chanting "Dwayna" in what should have been a Grenth district. But once I got to LA people stuck to the odd/even tradition.

"That odd/even crap" as you called it is supposed to insure everyone gets both festival hats.

It(Rings) is a game, designed to have one LOSER.
While I do understand the need for organization to get both hats, you still need to see it for what it really is.

So please don't mock the noobs, who are quite likely, actual noobs and are playing the game following NPC direction.
